This decision has been coming for several months, with both Republicans and Democrats in Congress putting pressure on the Biden administration to toughen its human rights stance towards Beijing.
Officials aren't calling it a boycott, and in truth it represents a diplomatic snub at the lower end of the spectrum.
But Joe Biden is, nevertheless, determined to signal that in some key area, such as the treatment of the Uyghurs and democracy activists in Hong Kong, Washington is prepared to confront President Xi, while continuing to cooperate on other key issues such as climate change.
