The health ministry has said it will unveil a roadmap at the end of the month that lays out a strategy for gradually returning to pre-pandemic daily activities.
Health ministry spokesman Son Young-rae told reporters Wednesday the new scheme could be implemented in early November.
He cautioned, however, that a final decision would depend on the COVID-19 case count and vaccinations through next week.
Earlier in the day, a committee tasked with helping people return to "normal life" opened its inaugural meeting.
Members, which include government and civilian experts, shared views and discussed measures taken by other countries, such as the United Kingdom, Israel and Portugal, to live with the coronavirus.
