More than 2.7 million people are expected to head to their hometowns for Chuseok.
The estimate by the transport ministry is about 30 percent less than last year.
But heavy road delays are still expected as people will likely choose to drive rather than take public transportation due to coronavirus risks.
Traffic authorities say expressways heading out of the capital region will be the most congested on Wednesday morning, with backups heading towards Seoul to peak on Saturday afternoon.
Drivers are reminded that toll fees will be collected this year, from Wednesday until Friday, in an effort to make people stay at home amid the pandemic and to support disinfection work at roadside rest stops.
As part of anti-virus curbs, rest stops have suspended dine-in services through Sunday and will only allow takeout.
