Busan has decided to raise social distancing measures in the city to Level 2 starting Friday.
Acting Mayor Byun Seong-wan said stricter anti-virus rules are needed to bring the current spread of the disease under control.
He did not say how long the stricter measures will be in place.
The southern port city reported a sharp rise in infections this past week due to numerous clusters, including from hospitals and a music academy.
Under the tougher measures, the use of masks will be required at all public facilities, which will also limit the number of visitors to 30 percent capacity.
Spectators at sporting events will be capped at 10 percent of the stadium's capacity while schools will have to reduce in-person attendance to one third of the total student body.
City officials have called on residents to wear masks and report quarantine rule violators to their district offices or the police.
