North Korea could resume tests of nuclear weapons this year to force President Joe Biden's administration to enter into dialogue., according to a new U.S. intelligence report released Tuesday.
The Office of the Director of National Intelligence said regime leader Kim Jong-un could take "a number of aggressive and potentially destabilizing actions."
The agency said in the report, "We assess that Kim views nuclear weapons as the ultimate deterrent against foreign intervention and believes that over time he will gain international acceptance and respect as a nuclear power."
The North has not conducted a nuclear test in more than three years.
