Foreign Minister Kang Kyung-wha
Foreign Minister Kang Kyung-wha has defended the National Assembly's passage of a bill banning the flying of anti-North Korea leaflets across the border, amid criticism that it undermines the right to freedom of expression.
Kang told CNN on Wednesday freedom of expression can be limited for the safety of people, adding that it will be within the legal boundaries of the International Covenant on Civil and Political Rights.
She said, "This is happening in a very sensitive area -- the most militarized zone in the whole world with people living right next to the border area."
Kang referenced an incident in 2014, when the regime used "anti-aircraft artillery" to shoot down balloons carrying flyers denouncing the North, highlighting how dangerous the leaflet campaigns can be for communities near the border.
The minister also touched on the COVID-19 situation in the North saying, "It's hard to believe that there aren't any cases, but that's the official story."
