Reports from Kongsberg say the attack took place in and around a supermarket.
Police say warning shots were fired before the perpetrator was apprehended.
In a statement, the police chief said he had been identified but gave no further details about him.
He also confirmed that one of those injured was an off-duty police officer who was in the shop at the time of the attack.
Two people are now in intensive care.
Police say it is as yet unclear whether this was a terror attack but it is natural to consider that it might be.
Norway is now on high alert and as a precautionary measure, all police are being asked to carry firearms.
