President Moon Jae-in has congratulated Yoshihide Suga for being appointed Japan's new prime minister.
Moon sent Suga a letter on Wednesday and in it, the president is said to have made clear that South Korea is ready to hold talks with Japan at any time.
He also suggested that they make joint efforts for the development of relations between the neighboring countries.
According to a Cheong Wa Dae spokesperson, Moon is looking forward to a positive response from Suga.
Ties between Seoul and Tokyo have been strained amid territorial and historical disputes.
Moon sent a separate letter to Shinzo Abe, noting his efforts toward improving relations between the two countries and wishing him a quick health recovery.
