Voters have been heading to polls nationwide for the April 7 by-elections, deemed a critical bellwether for next year's presidential contest.
The overall voter turnout, as of 6 p.m. Wednesday, surpassed 47 percent, with less than two hours to go until polls close, according to the National Election Commission.
The turnout in Seoul topped 50 percent.
Up for grabs are two key mayoral seats in Seoul and Busan as well as two regional administrative posts and 17 seats on regional legislative councils.
The NEC said vote counting will begin around 8:30 p.m. with initial results expected to emerge around midnight.
