President Moon Jae-in says ensuring peace is the reason why South Korea seeks to establish strong defense capabilities.
Moon made the remark Wednesday at the opening of a biennial defense exhibition at Seoul Air Base in Seongnam, Gyeonggi Province, just hours after North Korea announced it successfully tested a new type of submarine-launched ballistic missile.
The president did not directly mention the North in his speech.
He said South Korea will build "a smart and strong armed forces based on state-of-the-art technology."

The Seoul International Aerospace & Defense Exhibition kicked off Tuesday and features state-of-the-art military hardware like stealth jets, advanced missile interceptors and hydrogen-powered drones.
Moon also said investments will be expanded for space technology as the country is set to launch its first domestically developed space rocket, Nuri, on Thursday.
