The 13th Asia-Europe Meeting opened virtually on Thursday for a two-day run.
Hosted by Cambodian Prime Minister Hun Sen, talks will focus on the pandemic and other global and regional issues.
South Korean Prime Minister Kim Boo-kyum is also participating.
He will speak on Friday about South Korea's role in solving challenges such as COVID-19 vaccine supply and climate change.
Kim is also expected to seek support for the Korean Peninsula peace process.
The political dialogue forum was originally scheduled to take place in-person in Penom Penh last November, but was postponed twice and moved online because of coronavirus risks.
