Health authorities are expected to announce on Monday stricter quarantine measures to deal with the recent spike in new coronavirus infections.
The government was initially scheduled to announce new antivirus rules on Friday, including the expansion of the vaccine pass system.
But members of the committee tasked with guiding the country's gradual return to pre-pandemic life were unable to reach a consensus on next steps.
Health Minister Kwon Deok-cheol said officials needed to carry out a thorough review this week before any decisions are made.
"The country is faced with its biggest hurdle yet with its battle with COVID-19," Kwon said, pointing to rising infections coupled with an increase in critically ill patients and deaths.
The minister also noted that 64 percent of recent cases were breakthrough infections, and stressed the need for people to get their coronavirus booster shots as soon as possible.
