A heavy rain warning remains in effect for Gangwon's eastern coastal region, which is forecast to get downpours along with strong winds until late Tuesday evening.
According to the Korea Meteorological Administration, Ganeung received a record 212 millimeters of rain as of 4 p.m.
Other parts of the peninsula were also battered by a powerful rainstorm between Monday evening and early Tuesday morning.
Jeju tallied 225 millimeters of precipitation, Busan 140 millimeters and Seoul 73 millimeters.
The KMA said southern and eastern coastal regions were hit particularly hard by gusty winds.
At least 23 cases of property damage were reported overnight in Jeju, including destroyed roofs, broken windows and fallen trees.
A total of 22 houses and a dozen vehicles were flooded by downpours across the country and 16 domestic flights canceled.
The collapse of numerous residential retainer walls and utility poles were also reported in Busan and the neighboring areas.
