Another bout of heavy snow has blanketed the capital region.
The national weather agency forecast up to 5 centimeters and urged drivers to take caution during the evening commute as icy roads are already causing major delays.

Heavy snowfall advisories were issued in the afternoon for southeastern Seoul, Incheon and parts of Gyeonggi Province.
The KMA said these areas could get more than 5 centimeters of snow within a 24-hour period.
Flurries have already started to taper in the capital, but elsewhere conditions could persist through early Wednesday.
Authorities are urging people to use public transportation to get home tonight.
Many major roadways, including the Olympic and North Riverside Gangbyun highways, are already seeing heavy delays because of the slippery conditions.
The Seoul city government said it's on emergency standby with over 4,000 personnel and equipment helping to clear streets and sidewalks.
